PM Hun Manet: Border Negotiations Are a Major Responsibility of the Royal Government to the Nation and People
AKP Phnom Penh, October 16, 2026 —
Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, has stressed that border negotiations between countries constitute a major responsibility of the Royal Government to the nation and its people, requiring clear documentary, legal and technical foundations, as well as thoroughness and patience to safeguard national sovereignty.
In a social media post on Oct. 16, the Prime Minister emphasised that border negotiations must not be conducted without a clear basis or rely on unreliable sources, such as television reports, social media, hearsay or claims of special intuition.
He stated that the choice of dispute-resolution methods must be guided by the circumstances and actual situation, whether through bilateral mechanisms or international mechanisms.
Regarding land borders, Cambodia is continuing to promote the bilateral mechanism through the Joint Boundary Commission (JBC) to seek a resolution. For maritime boundaries, Cambodia is using an international mechanism through compulsory conciliation under the United Nations Convention on the Law of the Sea (UNCLOS).
Samdech Thipadei also extended his best wishes to the Cambodian delegation and legal team led by H.E. Deputy Prime Minister Prak Sokhonn, Minister of Foreign Affairs and International Cooperation, in his capacity as Cambodia’s agent, for their participation in the second meeting of the UNCLOS Conciliation Commission involving Cambodia and Thailand.
The meeting is being held from Oct. 14 to 18, 2026, at the Peace Palace, which houses the Permanent Court of Arbitration (PCA) and the International Court of Justice (ICJ), in The Hague, the Netherlands.
