AKP Phnom Penh, September 26, 2026 — Deputy Prime Minister H.E. Prak Sokhonn, Minister of Foreign Affairs and International Cooperation, held a series of bilateral meetings with senior foreign officials on Sept. 25 on the sidelines of the General Debate of the 81st Session of the United Nations General Assembly in New York, the United States.

In the morning, he met with H.E. Ms. Louise MUSHIKIWABO, Secretary-General of the International Organisation of La Francophonie (OIF), to discuss preparations for the upcoming 20th Francophonie Summit and related events.

The two sides reviewed progress in preparations for the summit and key sideline events, including the Francophonie Village and FrancoTech, which will be hosted by Cambodia from Nov. 13 to 17, 2026 in Phnom Penh.

In the afternoon, H.E. Prak Sokhonn held a bilateral meeting with H.E. Olivier J.P. Nduhungirehe, Minister of Foreign Affairs and International Cooperation of Rwanda.

The two Ministers recalled their fruitful previous engagement during H.E. Prak Sokhonn’s official visit to Rwanda and participation in the 46th Ministerial Conference of La Francophonie in Kigali in November 2025.

They also recalled the signing of a Memorandum of Understanding on the Establishment of Bilateral Consultations between the two foreign ministries and an Agreement on Visa Exemption for Holders of Diplomatic and Official Passports.

Both sides expressed deep satisfaction with the growing momentum in Cambodia-Rwanda relations, while Cambodia warmly welcomed the Rwandan leadership to the upcoming 20th Francophonie Summit and related meetings in Phnom Penh.

Later in the afternoon, H.E. Prak Sokhonn met with H.E. Jeyhun Bayramov, Minister of Foreign Affairs of Azerbaijan, for their first official meeting.

The two Foreign Ministers discussed preparations for and the participation of Prime Minister Samdech Thipadei Hun Manet in the 7th Conference on Interaction and Confidence Building Measures in Asia (CICA) Summit, scheduled for Oct. 12-15, 2026 in Baku, Azerbaijan.

H.E. Prak Sokhonn also welcomed the August 2025 Azerbaijan-Armenia Joint Declaration and provided his counterparts with updates on the current situation along the Cambodia-Thailand border during the respective meetings.
