Cambodian Envoy to France Urges Concrete Actions to Restore Trust with Thailand
AKP Phnom Penh, October 14, 2026 --
Rebuilding trust between Cambodia and Thailand requires concrete actions, including the full implementation of bilateral agreements and a safe return for displaced persons, Cambodia’s envoy to France said during an international forum in Paris.
Speaking at the 134th session of the Permanent Council of La Francophonie (CPF) on Oct. 13, Cambodian Ambassador to France H.E. Luy David emphasised Cambodia’s commitment to resolving border disputes through peaceful diplomatic channels and international law.
"Restoring trust between the two countries requires the implementation of practical measures," the Ambassador told member state representatives at the meeting, which was chaired by the Secretary-General of the International Organisation of La Francophonie (OIF).
He highlighted key steps, including honouring the joint statement signed on Dec. 27, 2025, respecting international boundaries, continuing demarcation work under the Joint Boundary Commission (JBC), and ensuring that civilians displaced by conflict can return home safely and with dignity.
Reflecting on Cambodia’s history marked by decades of war and genocide, H.E. Luy David underscored that peace remains a foundational value for the nation, reinforcing its determination to avoid military confrontation.
Addressing maritime domain disputes, the ambassador reaffirmed that Cambodia prioritises peaceful resolution mechanisms provided under international law – specifically conciliation procedures – over escalation.
During the session, H.E. David also briefed member delegates on Cambodia’s preparations for hosting the 48th Ministerial Conference of La Francophonie (CMF) and the 20th Francophonie Summit, both scheduled to take place in Phnom Penh in November 2026. He assured the council that Cambodia is fully committed to delivering a successful and seamless event for all attending delegations.
