Cambodia Reaffirms Firm Stance Against Online Scams, Details Long Bay Case
AKP Phnom Penh, October 13, 2026 --
The Royal Government of Cambodia has reaffirmed its firm stance on combating online scams, pledging to continue strict law enforcement against scam operations, prosecute ringleaders and accomplices, and freeze criminals’ assets, according to H.E. Chhay Sinarith, Senior Minister and Head of the Secretariat of the Commission for Combating Online Scams (CCOS).
He said the national campaign against online scams had taken legal action against suspected operations, including raids on locations, judicial prosecution of those involved, and ongoing investigations into numerous cases before the courts.
Regarding the Long Bay development area in Koh Kong province, H.E. Chhay Sinarith stressed that Cambodian authorities had not allowed the site to operate as a base for technology-based scam activities.
In February 2026, authorities discovered several buildings within the compound suspected of being linked to online scam operations. The suspected criminal groups had fled the site, leaving behind evidence believed to be connected to such activities. Koh Kong provincial authorities detained several suspects, seized evidence for further investigation, and sealed off the site, which remains under strict control.
On Sept. 5, 2026, Prime Minister Samdech Moha Borvor Thipadei Hun Manet visited locations under authorities’ control in Koh Kong province to inspect progress and instructed the relevant authorities to maintain strict control over the sites and evidence and conduct thorough investigations.
Concerning Deng Pibing, who is suspected of being linked to activities at the Long Bay development area, H.E. Chhay Sinarith said Cambodian authorities were conducting investigations into the case. According to the General Department of Immigration, Deng Pibing left Cambodia in late May 2026. Information from specialised sources also indicated that the individual was subject to an Interpol Red Notice.
H.E. Chhay Sinarith reaffirmed that the Cambodian government and the CCOS would continue to enforce the law firmly to crack down on and eliminate online scam activities.
