KOICA, CDC Consult on 2026-2030 Country Partnership Document

The Korea International Cooperation Agency (KOICA) Cambodia Office and the Council for the Development of Cambodia (CDC) held a consultation meeting on Oct. 7 to discuss KOICA’s upcoming Country Partnership Document (CPD) 2026-2030, aimed at strengthening long-term strategic development cooperation between the two sides.
The meeting, held at the CDC Office in Phnom Penh, was co-chaired by H.E. Chhieng Yanara, Senior Minister in Charge of Special Missions and Second Vice-Chairman of the CDC, and Mr. Kim Junmo, Country Director of the KOICA Cambodia Office, with the participation of senior officials and representatives from KOICA and the CDC.
The consultation provided an opportunity for KOICA to present its proposed five-year strategic cooperation framework and exchange views with the Royal Government of Cambodia on development priorities, strategic directions and key areas for future cooperation.
Building on KOICA’s previous country programme approaches, the proposed CPD brings together KOICA’s strategic direction, expected results and various cooperation modalities under a unified country-level framework. It is intended to provide a more coherent basis for planning and implementing KOICA’s development cooperation in Cambodia from 2026 to 2030.
Under the overarching vision of “Sustainable and Innovative Commitment to Future Generations,” the proposed framework comprises four core programmes and 16 intermediate objectives, covering areas including technical and digital education, health resilience, climate adaptation and safe rural community development.
During the consultation, participants exchanged views on the proposed strategic framework, including priority sectors, potential programme areas and the selection of intermediate objectives. They also highlighted the importance of national development priorities, implementation feasibility and institutional coordination in finalising the CPD.
The CPD will be developed taking into account Cambodia’s national strategies and development priorities, the strategic directions of the Korean Government and KOICA’s ongoing development cooperation in Cambodia.
Mr. KIM Junmo underlined the importance of close consultation and coordination in preparing and finalizing the CPD.
“As we move forward with the preparation and finalisation of the CPD, we highly value the opportunity to hear the CDC’s perspectives and strategic guidance. In particular, today’s consultation is an important opportunity for us to better understand the Government of Cambodia’s priorities and to ensure that KOICA’s proposed cooperation framework is well aligned with Cambodia’s development needs,” he said.
For his part, H.E. Chhieng Yanara provided guidance on potential programme selections, sector priorities and relevant institutional focal points, including coordination with concerned line ministries, to help ensure strong alignment between KOICA’s proposed cooperation framework and Cambodia’s national development strategies.
The outcomes of the consultation will be taken into account in the further development of the CPD, while KOICA will continue consultations with relevant stakeholders before finalising the document.
Both KOICA and the CDC reaffirmed their commitment to continued close coordination and partnership, with the shared objective of developing a cooperation framework that contributes to Cambodia’s long-term national development priorities and sustainable development.
