AKP Phnom Penh, May 21, 2026 --The Royal Government is continuing its institutional reform efforts and plans to reduce three general departments and 30 departments across 16 ministries and institutions, Prime Minister Samdech Moha Borvor Thipadei Hun Manet announced this morning.

Speaking at the inauguration ceremony of the new headquarters building of the General Department of Taxation in Phnom Penh’s Khan Chroy Changvar, Samdech Thipadei said the restructuring followed comprehensive reviews and in-depth consultations with the ministries and institutions concerned.

“Up to now, after reviewing 16 ministries and institutions, we have plans to reduce three general departments and 30 departments. This reduction and adjustment are not done arbitrarily, but are based on discussions, reasons, needs, and functional adjustments,” he underlined.

The Prime Minister stressed that the reform process is ongoing and will continue further.

“This reform has a clear mechanism based on the actual situation and real needs, in accordance with technological progress and work efficiency,” he said.

Samdech Thipadei also clarified that the reform is focused on improving work systems and restructuring institutional functions rather than targeting staff reductions.

He added that responsibilities within institutions would be aligned with performance and results-based management.
